In 2004, the Village of Mount Horeb began the process to update its Comprehensive Plan to comply with Wisconsin's “Smart Growth” Comprehensive Planning law.  Encouraging public participation is a key goal in the Village’s planning effort.  The Village believes that public participation will help ensure that the resulting comprehensive plan accurately reflects the vision, goals, and values of its residents.
